ments of each state to provide them with tax money. Sometimes they did, but most of the time they didn’t. A new order was needed and that is where our current Constitution came in, and once again the issues of rights, rules, and fairness were the focus. Two groups started to form even at the beginning of the convention—Federalists and Anti-Federalists.
